NavCert now leads the coordination group of notified bodies for UAS under Delegated Regulation (EU) 2019/945 on unmanned aircraft systems and third party operators of unmanned aircraft systems
The first meeting of the Coordination Group of Notified Bodies for UAS (NB-UAS) was held on July 14, 2022, and Oliver Schneider, NavCert employee, was elected as chairman.
The NB-UAS Coordination Group, established by the European Commission, provides the framework for coordination, cooperation and exchange of experience between UAS Notified Bodies and observers from pan-European drone stakeholders and European Commission services. Anybody notified in the context of the Drone Regulation (EU) 2019/945 is automatically a member of the NB-UAS.
Why is this information important to UAS and UAS component manufacturers?
According to Delegated Regulation 2019/945, UAS manufacturers are themselves responsible for carrying out the conformity assessment, issuing the EU declaration of conformity and affixing the CE marking on their product. However, the independent conformity assessment must be carried out by a body notified for this purpose, such as NavCert (NB 2603). Only then may the product be traded or operated in the European Economic Area.
Why is there a need for a coordination group of notified bodies for UAS?
The regulation, including its standards themselves, may not be precise enough in all details to allow uniform implementation of the assessment by notified bodies. It may also be that a new critical issue suddenly arises during the work of a Notified Body. The NB-UAS Coordination Group is therefore primarily responsible for:
- Review of standards and other technical specifications for UAS relevant to the open category;
- Feedback to the European Commission regarding standards and other technical specifications ;
- Resolving problems that may arise in practice during the work of notified bodies for UAS;
- Documentation of tasks and working practices in the form of “Recommendations for Use” with the aim of achieving equivalence of working practices and ensuring a level playing field.
Why was a NavCert employee elected as chair?
NavCert has been actively driving the finalization of the draft standard prEN 4709 within ASD-STAN D5/WG8 for quite some time, eliminating errors, open issues, etc.
NavCert is a member of the working group in DIN (German Institute for Standardization) and a delegated expert from DIN to CEN (Comité Européen de Normalisation). They have detailed knowledge on the subject of “specification of corrections”, enablingthe transformation of a standard from a draft to a final and harmonized standard.
The activities in the field of GNSS since 2006 and the services offered as an accredited laboratory for precise positioning, navigation and timing, including geo-fencing with critical scenarios such as jamming, spoofing, etc. distinguish us and qualify NavCert to work for DIN and CEN and thus also to chair the coordination group of Notified Bodies for UAS.
